Последний год MER сообщало о укреплении связей между ЦРУ, ШинБетом, Моссадом и Арафатовской "Палестинской Автономией". Кооперация служб безопасности была ценой за порядок, при котором Арафат получил оружие от Американцев и Израильтян - для того чтобы в самом деле стать оккупантом палестинского народа. ... Знаминитый полковник Раджиль Джибруд, описываемый как "безжалостный убийца" теми кто знает его и рассматриваемый как возможный преемник Арафата в случае уничтожение такового - по сообщениям, напрямую учавствует в этих тренировках и лично посещал штабквартиру ЦРУ и других чиновников в Вашингтоне. С тех пор как тренировки и взаимодействие начались несколько лет назад Американские агенты созадли близкие отношения с полицией "Палестинской Автономии" на автономных палестинских территориях, которые перешли под их контроль.

Middle East Newsline (June 16, 2000) quoted Palestinian Authority officials as saying that the CIA has agreed to "supervise the construction and operation of the Palestinian intelligence headquarters north of Jericho. The building as well as the training of PA security officers will be financed by the United States." In addition, "The PA has also decided to build a new headquarters for the General Intelligence service in Ramallah" and "CIA officers will supervise and finance the construction as well as the installation of advanced surveillance and electronic equipment." According to Middle East Newsline, "PA officials said CIA officers are also training Force 17, the praetorian guard of PA Chairman Yasser Arafat. They said five CIA representatives are responsible for the supervision and training of the PA security officers." The government of Israeli Prime Minister Ehud Barak last year asked the U.S. to reduce American aid to the PA's security forces. The Israeli daily Ha'aretz reported (Nov.16, 1999) that "In recent conversations with senior U.S. officials, Israeli representatives expressed their concerns about the risk that sensitive information on anti-terror methods and anti-terror technology would be passed from the PA on to terror groups. A [Barak] government source said: 'The American aid to the Palestinians carries a great danger, because it is impossible to know exactly what the Palestinians are receiving, or who ultimately receives it.
